On 5 June 2009, the Commission signed a contract with a contractor named ‘Evaluation Consortium’. The aim of the evaluation was to determine to what extent the objectives of the legislative framework on genetically modified food and feed — namely protecting human and animal health, the environment and consumer interests while ensuring the effective functioning of the internal market, and evaluating whether those objectives are still in line with current developments in the industry — had been achieved.

Until now, the Commission has not released any information on this evaluation report. Given that, could it please say when the evaluation was supposed to have been carried out pursuant to the contract? If it has already been carried out, where can it be accessed?

Two different evaluations of the EU legislative framework on Genetically Modified Organisms (GMOs) were carried out by independent consultancies between 2009 and 2011.

The first concerned the evaluation of the EU legislative framework in the field of GM food and feed, covering Regulations (EC) No 1829/2003(1) and (EC) No 1830/2003(2). This evaluation was performed by the Food Chain Evaluation Consortium — consisting of Civic Consulting, Agra CEAS Consulting, Van Dijk Management Consultants and Arcadia International — and the contract was signed in June 2009.

The second concerned the evaluation of the EU legislative framework in the field of cultivation of GMOs, under Directive 2001/18/EC(3) and Regulation (EC) No 1829/2003, and the placing on the market of GMOs as or in products under Directive 2001/18/EC. This evaluation was carried out by the European Policy Evaluation Consortium — consisting of GHK Consulting Ltd in association with Technopolis — and the contract was signed in December 2010.

The Commission published the reports of both evaluations in October 2011, on a dedicated page(4) of the Commission’s website.
